Germany Bans MRTA Spokesperson From Political Activity


     On September 12, 1997, the Hamburg state Interior Ministry
ordered a "restriction on political activity" by Isaac Velazco,
European spokesperson for the Tupac Amaru Revolutionary Movement
(MRTA). Velazco, who resides in Hamburg, Germany, is said to have
"damaged the foreign policy interests of the Federal Republic of
Germany" in his media interviews. In newspaper and TV interviews
during the occupation of the Japanese ambassador's residence in
Lima, Peru, Velazco refused to distance himself from the action,
and he stated that the MRTA had plans for further commando
actions should the embassy be stormed by force. According to
German authorities, Velazco "publicly supported and approved of
the use of violent means to achieve political ends" by making
such statements.
     The push to ban public statements on behalf of the MRTA by
Isaac Velazco came at the request of German federal Interior
Minister Manfred Kanther, who was acting on a "request" from
Peru's civil dictator Alberto Fujimori. Velazco's lawyer, Harmut
Jacobi, plans to appeal the ruling by the Hamburg authorities.
